Siglot was not in Supreme Student Council's (SSC's) to-do list, and was not even a priority last academic year, ex-SSC president Emerson Jasmin said, denying that he made a promise for its implementation this year.

In a recorded interview on February 20, 2018, Jasmin said: "Basta ang gagawin namin sa council, ipepresent namin sa AdCo (Administrative Council) ang proposal [Siglot] bago mag-end ang 2018 para magamit... natin [Batch 2019],".

However, Jasmin, in an interview last week, stressed that it was not a promise, but just a possibility.

"Tsaka how can I promise something that is out of my control, right?," he added.

However, he clarified that Siglot was not really the focus of his administration.

"During our term, initially, hindi talaga siya part ng aming to-do list. Just came out of nowhere, then we managed to talk about it hanggang na-build up siya, pero wala siya sa priorities ng council kasi marami pang nakabinbin na gawain that time," he said in his chat.

"To the extent na patapos na ang aming term when we started to at least do something about it... nagkaroon ng random class survey para malaman if gusto ba talaga ng students na mapalitan yung... toga during graduation. And it shows na they really want the Siglot with given conditions such as the fee for the purchase. So yun ang aming naging part, at least may basis ang susunod na council if they will barge in a proposal," he added.

He also said that he cannot comment about this matter deeply because the incumbent SSC President Warlito Pascual has already spoken about it.

"Siguro ang masasabi ko nalang ay, SSC and even CSC's work is much more than what we think and see. Naging estudyante na ko, naging kritiko rin ako, hanggang napunta ako sa konseho... Given those experiences, I don't know the reason but I understand it personally. Mahirap talaga kalaban ang oras, but I'm confident they really did their best. Whatever they finish at the end of their term, it's an accomplishment. And as a student, I'm advancing my thanks for all of their efforts," he said.
